The objective was to safely clear the flood-damaged property and return it to a habitable condition for future residents. Beyond the physical removal of the waste, the priority was ensuring every stage of the disposal process complied with both the Control of Asbestos Regulations 2012 and Environment Agency guidance surrounding POPs.
Rather than pursuing the quickest option, the focus remained on finding the right solution.
Windsor Waste Management explored disposal facilities across the UK, speaking with landfill operators, incineration facilities and regulatory bodies to establish a compliant route.
Landfill operators were unable to accept the waste because of its potential POPs content, while incineration facilities refused the material due to the presence of asbestos. Testing was also investigated, but the asbestos contamination made both XRF screening and laboratory analysis impractical and unsafe.
Working directly with the Environment Agency and DEFRA, a Regulatory Position Statement (RPS) was ultimately agreed, allowing the waste to be disposed of at a suitably permitted landfill. Once approval was in place, the quarantined container was collected, safely transported and disposed of in full compliance with governing body requirements.
This project highlights the difference between collecting hazardous waste and genuinely managing compliance.
Problematic Waste Streams (PWS) are becoming increasingly common as waste legislation evolves, and this case demonstrates how complex materials can fall outside conventional disposal routes. By quarantining the waste, engaging with regulators and coordinating a compliant nationwide solution, Windsor Waste Management prevented an illegal disposal scenario while giving the customer complete confidence that every regulatory requirement had been met.
