In Winter 2025/2026, Windsor Waste Management partnered with Chelmsford Demolition to deliver a high-volume, time-critical asbestos waste disposal solution at the Teviot Avenue redevelopment in Aveley, Essex.

The regeneration scheme will replace three ageing blocks of 1950s non-traditional council flats with 48 new affordable homes, providing improved living standards for residents and supporting long-term community development.

Across an 8-week period between December and January, Windsor Waste Management removed 539 tonnes of asbestos-contaminated material using forty-seven 20-yard bins, all while maintaining a strict two-per-day exchange strategy to maintain the demolition works schedule.

Critically, this project also marked the successful trial of Windsor Waste Management’s new 20-yard asbestos container bags – an innovation designed to improve site efficiency, safety, and compliance across the demolition sector.

Project Background

Teviot Avenue forms part of a transformational redevelopment initiative led by Thurrock Council to modernise outdated housing stock built using non-traditional construction methods in the 1950s. The original buildings contained cement bonded asbestos within structural elements and surrounding materials. As demolition progressed, significant volumes of hazardous materials were generated, including:

• Soil contaminated with cement bonded asbestos
• Concrete and rubble contaminated with cement bonded asbestos
• Cement bonded asbestos sheets

Chelmsford Demolition required a disposal partner capable of matching production output daily - without delays, without compliance risk, and without storage bottlenecks on site. With demolition already underway since August 2025, the waste disposal phase during winter presented both logistical and environmental challenges.

Initial Planning & Coordination

Given the projected waste volumes and compressed timeframe, early coordination between Chelmsford Demolition and Windsor Waste Management was critical.

Key planning considerations included:
• High Daily Waste Output: The site required two 20-yard asbestos bins exchanged every day.
• Winter Working Conditions: Operations took place during December and January, requiring careful route planning and contingency scheduling to avoid weather-related disruption.
• Segregated Disposal Streams: Contaminated soil required specialist treatment prior to final disposal, while asbestos-contaminated rubble and bonded materials were directed to licensed hazardous landfill facilities.
• Compliance Assurance: All collections required full hazardous waste consignment documentation, ADR-compliant transport, and strict adherence to duty of care obligations.

To ensure responsiveness, Chelmsford Demolition’s site team maintained direct communication with their Windsor Waste Management Account Manager, enabling real-time scheduling adjustments where required.

Execution of Asbestos Disposal

Logistics and Container Management:

  • A total of forty-seven 20-yard bins were delivered, exchanged and removed over the 8-week period.
  • A structured exchange strategy scheduled two bin movements per day.
  • Transport planning ensured vehicles were routed efficiently to maintain uninterrupted demolition works.

Traditionally, asbestos containers are lined with polythene and, once filled, manually enveloped and sealed. This process can be time-intensive and labour-heavy, as well as susceptible to inconsistent sealing standards.

The new 20-yard asbestos container bag system provides a purpose-designed, compliant containment solution that:

  •  Saves Significant Time on Site: The integrated bag design reduces manual lining and enveloping time, allowing demolition teams to maintain productivity, particularly critical when operating to a two-exchange-per-day schedule.
  •  Enhances Security and Containment: The engineered bag system provides a more consistent and secure method of sealing compared to traditional lining methods, reducing risk of fibre escape and improving containment integrity during transport.
